Juliana Carnes, Excutive Director

As Executive Director of NCCB, Ms. Carnes has consulted with caregivers, families, physicians and public agencies on complex problems affecting the quality and delivery of care for patients from many backgrounds – affluent and indigent, English and non-English speaking.

She has spearheaded a health advocacy crisis team for women at risk of homelessness, advised key stake holders seeking to preserve and restructure affordable step-down care, and worked extensively with public agencies and discharge planners on issues surrounding the cost and financial management of non-nursing supportive housing.

Ms. Carnes has personally coordinated care for many adult and elderly patients. She has a particular interest in issues affecting the quality of communication between members of a patient’s care team – physician, nurses, pharmacists, administrators and insurers. Above all, the dialog between patient and physician most inspires her. “Because insurance companies are decimating these relationships."

When not tilting at healthcare’s many windmills, Juliana is the mother of a jolly five-year old daughter and volunteers as the national director of an ecumenical pastoral care organization. She is proud to be a native San Franciscan.

Barrie Kay Robinson, MSSW, Board Member, NCCB, Director of Care & Training, NCCB.

Trained as a gerontologist and social worker, Ms. Robinson has more than 25 years of experience in developing and managing programs in adult day health care, nursing home mediation, continuing care retirement communities, skilled nursing, and low income housing for seniors. She has also consulted with many senior-housing companies in the areas of quality evaluation, staff training, and staff hiring.

Barrie has extensive experience in developing and conducting trainings at local, state and national levels, including the California Association of Homes and Services for the Aging, the American Association of Homes and Services for the Aging, the Northern California Geriatric Center, and the California Social Work Education Center. For the past 18 years, she has also served as co-director of the gerontology program at the School of Social Welfare at the University of California, Berkeley where she develops and oversees graduate gerontology internships, and teaches gerontology courses. She is a certified residential care manager in the state of California.
